Visual Basic 6 (VB6)

I'm looking for an installer that has serial number options. I'm also not looking to spend a lot of money. All of the free ones that I've seen don't have this option. To be clear, I'm wanting to add a list of serial numbers to my install exe. And provide the user with a "CD Key", for them to input at installation. Any ideas?
